Explanation
 The attempt to obtain storage for the parameter
list (CBRUXSPL) to be passed to the object tape volume return to MVS™ scratch installation exit failed.

System action
 OAM continues releasing object tape volumes to MVS scratch without invoking the
DFSMSrmm tape volume exit (EDGTVEXT) or  the OAM object tape volume
return to MVS scratch installation
exit (CBRUXTVS_EXIT).
