Explanation
The volume in use column (INUSE) in the row in
the tape volume (TAPEVOL) table in the optical configuration database
for tape volume volser contains an invalid value.
The INUSE column should only contain a 'Y' when OAM is fully initialized,
and processing requests for this tape volume volser.
