Enable Factory Reset Protection

Factory Reset Protection (FRP) is a built-in security feature that prevents other users from using it if it gets reset to factory settings without your permission. When FRP is enforced, it prevents the use of the device after factory reset until the device is logged in with a Google account that was previously synced on the device.

Android MDM Policy > Android Enterprise Settings > Wi-Fi

Configure Wi-Fi Proxy

Allows administrators to allow/restrict devices in a network to connect to internet through another device that acts as a proxy server.

For more details, see Support for WiFi proxy.
