Problem
IBM TM1 Performance Modeler interface language is not consistent: it seems that the "Rights" tab is not using the same locale.
Cause
As designed.
The client 'Rights' tab in Performance Modeler is not actually part of the rich client (it can be opened separately from the pmpsvc web page).
It is just the client rights page from "pmpsvc" component, displayed for convenience in the Performance Modeler rich client. As such it uses the language configured for pmpsvc.

Resolving The Problem
Here is how the UI language is determined in Performance Modeler:
1) For the installable Performance Modeler thick client:
The user interface language uses the Windows Regional Settings (from Control Panel).
The only exception is for the "Rights" tab, which is using the Windows Regional Settings of the service user (the account that starts "IBM Cognos TM1" service on the server machine)
2) For the Performance Modeler web client, launched from the "pmpsvc" web page:
The whole user interface language, including the "Rights" tab, is using the web browser's preferred language.
