Why pricing pule doesn't honour the seller assignment functionality in upgraded IBM Sterling Order Management System for pricing rules defined in older version ?

Sample Scenario :
Pricing rule is not assigned to any seller but :
- When a Seller is selected while doing Test Pricing, the Pricing Rule is applied.
- When no seller is selected while doing Test Pricing, the Pricing Rule is applied

Expected Behavior :
Pricing rule should not get applied, since the rule is not assigned to any seller in an upgraded Sterling OMS instance.

A new feature is added to the pricing module which considers the seller assignments when pricelists and pricing rules are evaluated. To use this feature, set the yfs.yfs.pricing.upgrade.complete property to Y in customer overrides property file.
This was introduced in 9.2.1 version.
This value indicates that a pricelist or pricing rule that is defined in an older version has a seller assignment. The seller assignment is considered during a price calculation.
If the value is left as the default N, a pricelist or pricing rule without a seller assignment is considered to be applicable to all sellers.
