Fix SRVE8501E error for servlet features on 22.0.0.2

PH44095 resolves the following problem:
ERROR DESCRIPTION:
The server may encounter "SRVE8501E: The servlet container did not load with an acceptable version error" for some
features.
USERS AFFECTED:
Users of web container on Liberty version 22.0.0.2 that use collective features.
PROBLEM DESCRIPTION:
Fix SRVE8501E error for servlet features
When the collective related features (i.e collectiveController-1.0, collectiveMember-1.0, or any others that require these
collective features) are enabled, the server exception "SRVE8501E: The servlet container did not load with an
acceptable version" might occur. Due to this error, the server uses the default 3.0 servlet version. The application might
therefore misbehave due to the incorrect version.
PROBLEM CONCLUSION:
The web container code in Liberty has been updated to avoid this error. The GitHub issue can be found here:
https://github.com/OpenLiberty/open-liberty/issues/20003
The fix for this APAR is currently targeted for inclusion in fix pack 22.0.0.3
