Perspectives VB runtime error, automation error, on machines where Xcelerator used to be installed

Troubleshooting

Problem

On machines where Xcelerator used to be installed (and now uninstalled), or on machines where TM1 Perpectives used to be installed in another path, trying to open TM1 Perspectives / Planning Analytics Perspectives for Excel results in this VB automation error message:
Microsoft Visual Basic:
Run-time error '-2147024770 (8007007e)':
Automation error
The specified module could not be found.
A full uninstall and reinstall of Perspectives has already been tried, with no effect.
The following solution has already been tried too:
Regsvr32.exe /u Tm1prc.dll
Regsvr32.exe /u Tm1xl.ocx
Regsvr32.exe "C:\Program Files\ibm\cognos\tm1_64\bin\Tm1prc.dll"
Regsvr32.exe "C:\Program Files\ibm\cognos\tm1_64\bin\Tm1xl.ocx"
But this did not solve the problem whereas the corresponding CLSID keys are pointing to the correct Perspectives installation path:
HKEY_CLASSES_ROOT\CLSID\{319E3362-0CCF-4187-B2DC-35DC52CB150E}\InProcServer32
C:\Program Files\ibm\cognos\tm1_64\bin64\tm1xl.ocx
HKEY_CLASSES_ROOT\CLSID\{E5DDBB60-C6E2-41E5-AAEF-09EA4BC80939}\InprocServer32
C:\Program Files\ibm\cognos\tm1_64\bin64\tm1prc.dll
This error does not occur on client machines where Xcelerator was never installed, or where all previous TM1 Perspectives versions have always been installed on the same unique directory.
