Notification of an upcoming dependency requirement between the Enterprise COBOL V6.3 & V6.4 Compilers and the COBOL V5+ Runtime

This document alerts all Enterprise COBOL customers/installers of an upcoming dependency requirement between the Enterprise COBOL V6.3 & V6.4 Compilers and the COBOL V5+ Runtime. (The Enterprise COBOL Compiler versions before V6.3 are not affected.)
To all users of the Enterprise COBOL V6.3 and V6.4 Compiler
In January, 2024, the minimum COBOL Runtime PTF level for the Enterprise COBOL V6.3 and V6.4 Compilers will change from April 2022 to December 2023.
The Enterprise COBOL V6.3 January Compiler PTF (and subsequent PTFs) will have an SMP/E dependency for the COBOL V5/6 Runtime December, 2023 PTF level.
The Enterprise COBOL V6.4 January Compiler PTF (and subsequent PTFs) will have an SMP/E dependency for the COBOL V5/6 Runtime December, 2023 PTF level.  
On the Enterprise COBOL Fixlist webpage at https://www.ibm.com/support/pages/fix-list-and-new-features-enterprise-cobol-zos, this change will be reflected in the "Minimum Runtime" section for the upcoming V6.3 and V6.4 January, 2024 Compiler PTFs.
The December, 2023 Runtime PTF numbers to apply are:
UI94783 (z/OS V2R4) & UI94790 (z/OS V2R4 AMODE64)
UI94786 (z/OS V2R5) & UI94792 (z/OS V2R5 AMODE64)
UI94789 (z/OS V3R1) & UI94794 (z/OS V3R1 AMODE64)

The appropriate COBOL Runtime PTF(s) listed above must be installed before installing the January, 2024 Compiler PTFs for V6.3 or V6.4. Note that if the COBOL runtime AMODE64 PTF(s) are not normally installed at your site, then there is no need to install them as part of this upcoming COBOL runtime dependency requirement. Customers should plan to download and install the December, 2023 COBOL Runtime PTFs listed above as soon as possible, so that these PTF(s) will be applied to all systems, both test and production where their COBOL program execute.
Customers will not be required to immediately install the COBOL V6.3 or V6.4 compiler PTF in January when they are shipped. Instead, this bulletin simply serves to alert customers that this COBOL runtime prep work needs to be done before they can consider applying the January, 2024 compiler PTFs. This is particularly important for customers who use the RSU and PDO maintenance methods to receive/apply their COBOL compiler PTFs and for large shops with numerous production systems.
Upgrading to this newer level of the COBOL V5+ Runtime will provide COBOL runtime support for all of the newer features and functions contained in the V6.3 and V6.4 compilers.
