Troubleshooting
Problem
Report formatting in TM1 Web does not reflect the same report format as seen in TM1 Perspectives. In some cases, borders above a freeze pane line do not match the same border appearance in TM1 Web as they do in Microsoft Excel and TM1 Perspectives.
Symptom
You will notice that the same report appears differently in TM1 Web and Microsoft Excel.
In Excel, the borders appear above the freeze pane. In TM1 Web, the borders appear under the freeze pane. You may need to zoom in to observe this behavior because the behavior is only off by a pixel.
The following image shows the formatting of thin, medium, and thick cell borders in TM1 Web.
Cause
This small discrepancy is the result of how Microsoft Excel and TM1 Web handle cell borders.
Excel appears to treat a cell border as "shared" between neighboring cells. That is, editing a bottom border of the upper cell also edits the top border of the lower cell.

TM1 Web handles borders a bit differently. Sometimes only one cell (e.g. upper) contributes to the common cell border. Other times, both upper and lower cells contribute. Which way it does it is affected by the type of border. That is, a thin border is contributed by one cell, and medium or thick borders often have both cell contribute.
When a freeze pane is involved, Microsoft Excel appears to handle the freeze pane border as the top border of the lower pane. TM1 Web handles the freeze pane's border as the bottom border of the upper pane.
These two factors are the reason for cell border differences when the cell borders overlap with the freeze pane border. Also, when the medium solid border (2px) is used, the issue is slightly more noticeable than both thin (1px) and thick border (3px) use cases.

Resolving The Problem
Avoid using a medium solid border adjacent to the freeze line. The thin and thick solid border types are more visually consistent with Microsoft Excel.
Alternatively, if the size of the sheet is not extremely long, consider removing freeze panes when publishing the workbook.
