Problem
Can not launch the IBM Control Center GUI Console from the HTTP Launch Page.
Symptom
Cause
The network was blocking access to the CRL site for the JNLP signer certificate and the JAVA settings were forcing check of CRL.

Diagnosing The Problem
Try to access the URL for the CRL from the browser and look for an error message.
Resolving The Problem
Correct network to allow access to the CRL URL
