IBM API Connect SaaS: apic users command on ibm-verify user registry fails with 403 Forbidden

Troubleshooting


Problem

This is an issue for IBM API Connect SaaS only.
When using the toolkit for example:
    apic users -s https://platform-api.eu-central-a.apiconnect.automation.ibm.com -o subin-porg --user-registry ibm-verify --debug
In the response this fails with the following excerpts:
    Sorry, you have been blocked
    This website is using a security service to protect itself from online attacks. The action you just performed triggered the security solution.
    HTTP/1.1 403 Forbidden
    Error: Server responded(code: 403) with an unexpected content-type(text/html; charset=UTF-8)
