Rational Rhapsody TestConductor and Rational Quality Manager integration fails with protocol exception: 403 Access forbidden

Troubleshooting

Problem

Attempts to integrate IBM Rational Rhapsody TestConductor and IBM Rational Quality Manager results in the error "com.ibm.rqm.adapter.library.data.AdapterException: Failed to send data" caused by "java.net.ProtocolException: PUT [403].

Symptom

Expected result: Adapter goes to listening mode with message:

Created TestConductor Adapter

Actual result: Fails to save configuration file resulting in an error that starts with:

com.ibm.rqm.adapter.library.data.AdapterException: Failed to send data ...

and followed by

"Caused by: java.net.ProtocolException: PUT[403] ...".

The end of the message states:

Created TestConductor Adapter

but soon after message states:

"Stored configuration is out of sync. Adapter is re-registering"

This process repeats.

Cause

This problem occurs when you do not have right permission to perform this task.

Resolving The Problem

To resolve this issue, you need to consult with the project area administrator / Jazz Team Server Administrator to add you as a member with the process role that has following permission under Project Configuration:

Item Connectors
Quality Management
Work Items

For administrator, you can define the permissions at Jazz Team Server administrator application (https://<rqmserver>:<port>/jts/admin) > Project Area > Permissions

In Rational Quality Manager 3.0.1, you may choose predefined role, "Test Team Member".
