IT46459: RDQM support for disabling ICMP protocol usage

Error description

• RDQM uses the Internet Control Message Protocol (ICMP) to test
  connectivity to remote nodes during configuration of Pacemaker
  and creation of queue managers. Currently RDQM doesn't provide
  an option to disable ICMP, which prevents deployment in
  environments which restrict the usage of ICMP.

  PROBLEM DESCRIPTION:
  RDQM uses ICMP ping packets to verify remote connections while
  configuring pacemaker and creating queue managers.
  

Problem conclusion

• The code has been updated to provide environment variable
  'AMQ_RDQM_NO_PING_CHECKS' to disable ICMP usage in RDQM. Set
  this environment variable to disable ICMP pings. By default this
  environment variable will not be honoured for a non-root user
  with sudo privileges. Either set environment variable and run
  the commands as root user or update sudoers rules to include the
  environment variable.
