Error description

• Rollup APAR to address the following issues:
  1) Update content of message CQM3302I - spelling error.
  2) Update Panel CQMHFLTU, missing column name CREATOR
  3) Missing colon on Header for COL in panel CQM$DE8S
  4) CHELP panel for WS-NAME has WS-TRAN as header.
  5) ISPF Dialog Errors with Help Screen and result of invalid
      input.
  6) Chelp panel for HV? has wrong name, it has NULL value.
  7) Column descriptions for the DB2 offload tables are being
     updated in SCQMSAMP member CQMCOMM.
