  Note: This APAR is a co-req to PM46113.  The size of CAE fixes
  has exceeded the 1.6 million line limit and this is a
  continuation of PM46113.
  
  This APAR addresses the following items:
  
  - V2.3 to V3.1 migration modules CQMMGRT and CQMMGRF were
  omitted from the final version cut of CQM 3.1 and are being
  included in this APAR.
