Error description

• The query parameter validation does not support the URL-encoded
  format. For example:
  
  With the following configuration of a query parameter in the
  YAML file, the URL-encoded parameter 1985-04-12T23%3A20%3A50.52Z
  from 1985-04-12T23:20:50.52Z should pass the validation.
         - name: DateTime
           in: query
           required: true
           type: string
           format: date-time
  
  While currently an error log is provided :
  
  
  20240410T050142.702Z [reboot][0x88c0031c][apigw][error]
  apigw(apigw-api-routing): tid(1040)[request]
  gtid(922a664066161d3600000410): The value
  '1985-04-12T23%3A20%3A50.52Z
  ' for required API parameter 'DateTime' does not match the
  expected type. This parameter is defined in the
  'path-query-param-validation-dateTime' API path.
