Planning Analytics Model Appears To Have More Fed Cells Than Expected

Problem

You have encountered a situation where you believe that your feeders have been written correctly however the }StatsByCube cube is reporting that you have more Fed cells than you are expecting.

Cause

Any cells in a cube that have an underlying value in the cube (input cell), that is also covered by a rule (conditional or not), will be marked as a 'Fed Cell' (even if the condition is not met).  The reason why this occurs when the condition is not met, is because the PA Server will not look at the marked cell again unless it is changed from a 0 value to a non-0 value.  The cell needs to be marked as Fed in case the condition itself changes.  
 
Even though there is no actual Feeder rule written for the cells, the cells themselves need to be marked as Fed to ensure that the correct values and consolidation occurs.
