Error description

• The crtdrprimary/crtdrsecondary command allows duplicates in
  RecoveryName and RecoveryIP which results in inconsistent DR
  instance.
  

Local fix

• Ensure that no more than one of each of RecoveryName and
  RecoveryIP are provided to the commands.

  PROBLEM DESCRIPTION:
  The crtdrprimary and crtdrsecondary commands don't check for
  duplicate recovery name and recovery IP while configuring DR
  instance.
  

Problem conclusion

• The commands have been updated to ensure duplicates recovery
  name and recovery IP are not allowed.
