Why do Non-English characters(e.g., Ö, Ü) fail to import correctly into Maximo via WEBSERVICE?

Answer

If you encounter issues with the improper import of non-English characters such as Ö, Ü, please ensure that the following headers are provided by the third-party tool:
a) Content-Type: text/xml;
b) Charset=UTF-8.
