  Estimated Labors hours are not calculated correctly.
  It appears this should have been fixed in APAR IJ49479 - IN THE
  WORK ORDER TRACKING APPLICATION, VIEW COSTS DIALOG DISPLAYS
  WRONG ESTIMATE INTERNAL LABOR HOURS.
  
  Even with the latest IFIX of TPAE 7613 applied (IFIX 019) the
  problem is still occurring.
  
  Steps to Replicate:

  Scenario 1
  -----------
  1. Go to Job Plan and create a new Job Plan with 1 task
  (Duration: 5:00)
  For this Job Plan add 3 Crafts for Task 10
  
  Task 10 - Craft ELECT - Hours 5:00 - Rate 71
  Task 10 - Craft MECH - Hours 5:00 - Rate 71
  Task 10 - Craft LUB - Hours 5:00 - Rate 71
  
  2. Go to Work Order Tracking application and create a new work
  order and associate the job plan created above
  
  3. Under Plans tab, make sure the 3 crafts added to the Job Plan
  are there with 5:00 hours each.
  
  4. Under More Actions > View > Costs - Estimate Costs is
  populated as expected and Estimate Internal Labor hours is 15:00
  as expected
  
  5. Change the labor hours on row 1 (ELECT) to 10:00
  
  6. Under More Actions > View > Costs - Estimate Costs is
  populated as expected and Estimate Internal Labor hours is 20:00
  as expected
  
  7. Now add new craft against task 10
  Task 10 - Craft AM - Hours 5:00 - Rate 71
  
  CURRENT ERRONEOUS RESULT: Estimate Internal Labor hours is still
  20. This is not correct.
  
  
  EXPECTED RESULT: it should have been populated as 25.

  Scenario 2 - Executing the same scenario on Scenario 1 against
  Job plan having multiple tasks.

  1. Go to Job Plan and create a new Job Plan with 3 tasks
  (Duration: 5:00 each)
  For this Job Plan add 3 Crafts for each task
  
  Task 10 - Craft ELECT - Hours 5:00 - Rate 71
  Task 20 - Craft MECH - Hours 5:00 - Rate 71
  Task 30 - Craft LUB - Hours 5:00 - Rate 71
  
  2. Go to Work Order Tracking application and create a new work
  order and associate the job plan created above
  
  3. Under Plans tab, make sure the 3 crafts added to the Job Plan
  are there with 5:00 hours each.
  
  4. Under More Actions > View > Costs - Estimate Costs is
  populated as expected and Estimate Internal Labor hours is 15:00
  as expected
  
  5. Now add new craft against task 20
  Task 20 - Craft AM - Hours 5:00 - Rate 71
  
  CURRENT ERRONEOUS RESULT: Estimate Internal Labor hours is still
  15. This is not correct.
  
  
  EXPECTED RESULT: it should have been populated as 20.

  without associated Job plan.

  order without job plan.
  
  3. Under Plans tab, add a new task

  4. Plan 7 crafts against task 10 each with regular hours of 6:00
  
  Task 10 - Craft ELECT - Hours 6:00 - Rate 71
  Task 10 - Craft MECH - Hours 6:00 - Rate 71
  Task 10 - Craft LUB - Hours 6:00 - Rate 71
  Task 10 - Craft AM - Hours 6:00 - Rate 71
  Task 10 - Craft CARP - Hours 6:00 - Rate 71
  Task 10 - Craft DRIVER - Hours 6:00 - Rate 71
  Task 10 - Craft MACH - Hours 6:00 - Rate 71
  
  5. Under More Actions > View > Costs
  
  
  CURRENT ERRONEOUS RESULT: Estimate Internal Labor hours is
  still 6. This is not correct.
  
  
  EXPECTED RESULT: it should have been populated as 42.
  
  6. On top of this, update the first row to 7hours
