IT43756: In MQ managed XMS .Net 9.3: After the client reconnects asynchronous consumers are not automatically restarted

Error description

• If an IBM MQ managed XMS .Net client reconnects when there is a
  broken connection, no further messages are consumed. The
  reconnected connection's asynchronous state is shown as
  suspended in MQ explorer and DIS CONN output: ASTATE(SUSPENDED).

  USERS AFFECTED:
  Users who are using managed XMS .Net client with asynchronous
  consume with reconnection.
  
  
  Platforms affected:
  Linux on x86-64, Windows

  PROBLEM DESCRIPTION:
  A synchronization issue caused the reconnection thread to resume
  connection handles in an incorrect order. This caused the MQ
  client's aysnchronous consumer logic  to not consume any
  messages after the reconnect.
  

Problem conclusion

• The synchronization issue in the MQ XMS managed .Net client has
  been corrected. After the reconnect, the asynchronous consumer
  will be resumed and deliver any eligible messages to the
  application.
