IT43000: IBM MQ managed .Net fails with MQRC_RFH_FORMAT_ERROR (2421) if the <usr> section of RFH2 header contains "$"

Error description

• If a "$" character was added in the <usr> section of RFH2 header
  like below:
  
  <usr><example$property>false</example$property></usr>
  
  IBM MQ managed .Net would fail to parse the "$" character within
  the <usr> section of RFH2 header and fails with MQRC
  2421(MQRC_RFH_FORMAT_ERROR).

  PROBLEM DESCRIPTION:
  IBM MQ managed .Net uses XmlReader class to parse the XML data.
  The XmlReader class throws an exception that "$" is not a valid
  XML character. MQ reports this error to the application as MQRC
  2421(MQRC_RFH_FORMAT_ERROR.
  

Problem conclusion

• IBM MQ managed .NET code has been corrected so that it can parse
  "$" character in the RFH2 header.
