Problem summary

  * PROBLEM DESCRIPTION: 1. Primary server that is started up    *
  *                      in the same address space as the        *
  *                      started task cannot spawn (executing    *
  *                      catalina start scritp) a secondary      *
  *                      overflow server directly and crashes.   *
  *                      2. "INSUFFICIENT AUTHORITY TO KILL"     *
  *                      security violation                      *

  1. The spawn required to be done explicitly in a new shell.
  2. When the RSEAPI STC userid lacks permit to UNIXPRIV
  SUPERUSER.PROCESS.KILL and SETROPTS LOGOPTIONS(FAILURES
  (PROCACT)) is in effect, you can see security violations

Problem conclusion

• 1. Primary server now can spawn a secondary using "sh -c" shell.
  2. Provide sample commands to grant the required permit
