Error description

• DESCRIPTION :
  In Assets Template, Meter Group field is read-only if there are
  no meters associated with it.
  
  STEPS TO REPRODUCE :
  1) Create a Meter Group with meter records associated to it.
  2) Go to Asset template application. Go to Meters tab.
  3) Add the above created Meter Group record -> Save.
  4) Delete all the meter records for the Meter Group and Save.
  
  RESULT :
  
  Meter Group field is read-only.
  
  EXPECTED RESULT :
  
  The Meter Group field should not be read-only if there are no
  meters associated with the asset template.
  
  ENVIRONMENT :
  Tivoli's process automation engine 7.6.1.3
