  * PROBLEM DESCRIPTION: This APAR provides enhancements and     *
  *                      fixes for Change Management (CM) batch  *
  *                      parameters that set options for various *
  *                      utilities.                              *
  ****************************************************************
  Before this APAR, CM batch parameters that control utility
  options passed the input values in different ways:
  some used short forms "Y" and "N", some used long forms "YES"
  and "NO", and some allowed both.
  This APAR unifies the approach to allow both forms.
  
  Additionally, this APAR fixes the following issues:
  1) The UTIL_LOAD_PARALLEL parameter set the value for the
  UNLOAD PARALLEL parameter instead of the LOAD parameter, while
  the UTIL_UNLOAD_PARALLEL also set the value for the UNLOAD
  parameter.
  
  2)The UTIL_REORG_AUX parameter did not generate the AUX option
  for the REORG TABLESPACE utility.
  
  3)A CM batch job failed when executing the REORG INDEX utility
  if UTIL_REORG_INDEX_CLONE = 'YES' and
  UTIL_REORG_INDEX_FASTSWITCH = 'YES' were used together.
  This APAR changes the behavior to identify the error earlier,
  before generating and running the change.
  
  4) The UTIL_REORG_FASTSWITCH parameter did not generate the
  FASTSWITCH option for the REORG TABLESPACE utility.
  
  5) The UTIL_LOAD_KEEPDICTIONARY, UTIL_LOAD_SORTKEYS and
  UTIL_LOAD_SORTNUM parameters did not generate the
  KEEPDICTIONARY, SORTKEYS, and SORTNUM options for the LOAD
  utility.
