QE-DEF-0368 when selecting existing data source in Framework Manager following an upgrade.

Troubleshooting


Problem

Using the metadata wizard in FM and selecting a data source fails with QE-DEF-0368.
Regenerating the cryptographic keys does not resolve the error as expected.
This usually happens following an upgrade of CA/FM.

Symptom

Error: QE-DEF-0368 Unable to decrypt user name and password from the Content Store. Use Cognos Configuration to configure your reporting environment.

Cause

When the data source was first created in the portal, the servers encryption keys that were present at the time were used to encrypt the signon for the data source.  FM is reaching out to the content manager component to get the encryption keys from the content store to decrypt the signon when you attempt to use the data source in FM.  There is an issue where content manager is not providing the correct encryption keys for the data source to FM.  It has nothing to do with saving the configuration or generating the encryption keys on the FM install.  The encryption keys for the data source signon are in the content store only.

Resolving The Problem

1.) Create a new data source pointing to the same database so that sign-on is encrypted using the current encryption keys.
Rename the existing data source to something like _old, and retain the same name and connection information for the new one so it's seamless to FM

2.) When there are several data sources, export them as a deployment, and import them back into the same environment so that all the sign-ons get encrypted again using the current encryption keys.
