Error description
Value prompts behave as transparent in that they inherit the background color of their parent object. When a value prompt is configured as a List Box, it appears with a white background when the report is configured with property Run with full interactivity = No.
Local fix
Manually set the background color of the List box prompt as required for the required appearance of the report.

For classic reports, the value prompt uses an html select control. The white background is coming from the user agent stylesheet which is provided by the browser and potentially different for each browser. If you run reports with full interactivity set to YES, you can customize the background as you desire.
