IJ49717: DIFFERENT RESULTS IN VIEW COST DIALOG ON THE WORK ORDER LABTRANS WHEN USING MIF

Error description

• PROBLEM:
  Different results in view cost dialog on the work order labtrans
  when using MIF
  
  Prerequisites:
  1. Go To Labor application and select BARRY (Thomas Barry)
  2. Check if he is MECH craft with HELIWG as a vendor
  Everything will work as expected if the labor is internal 
  vendor is null.
  3. Go to Organization application and select EAGLENA
  organization.
  4. From More Action select Labor Options and check
  Automatically Approve Outside Labor Transactions?. Press OK
  button.
  
  
  STEPS:
  
  1. Go To Work Order Transaction application and create a new
  work order:
  a. Description: TEST - MIF
  b. Asset: 2021,
  2. Press save button.
  3. From the Common Action section select Approve Work Order.

  You will see that External Labor Hours row has strange value,
  its 3hrs and Internal
  Labor Hours row has strange value also which is -1.
