IT43794: SQL Log backup can fail if the database name has multi-byte character

Error description

• If the SQL database name contains multi-byte character, SQL Log
  backup can fail with following error in job log:
  
  CTGGA2653,<sql-instance> ==> <sql-db> ([Log backup failed:
  Exception of type 'SqlLogBackup.GenericSqlControllerException'
  was thrown.])
  
  The SQL database backup through IBM Spectrum Protect Plus is
  successful. However, the command log shows below error:
  
  <CTGGE1049> The log backup failed for database [<sql-db-name>]
  on instance [<sql-instance>], error [Odbc command failed with
  error: ERROR [42000] [Microsoft][ODBC Driver 18 for SQL
  Server][SQL Server]BACKUP LOG cannot be performed because there
  is no current database backup.
