Problem
Modify an existing attribute that is associated with an open Change Proposal System causes issues with CP.
Symptom
Cannot permanently delete the attribute. Receive error with trying to do anything with the proposal system.

Diagnosing The Problem
Issue is caused by modifying an existing attribute that is associated with an open CP. Redo the change for the existing attribute, also tried to create a new attribute, submit a CP for the new attribute. Then, deleted the attribute before the CP gets approved and applied the change. Get error trying to apply the change after the attribute gets deleted, since the attribute does not exist anymore, it will not be able to apply the change to it.
Re-create a same attribute without multi-valued option selected and is able to apply change now, but cannot view cp. Since the original attribute has multi-valued selected. Add the multi-valued to the attribute again and able to apply change and review CP.
Resolving The Problem
To resolve the issue, re-create the same attribute exactly as the old one. If the attribute needs to be deleted, the attribute can be deleted when there is no CP associated. There is no purge function for attribute. When it is deleted, it will be gone.
