Error description

• MQ appliance commands sethaint, crtdrprimary and dltdrprimary do
  not notify the user about the restart of the queue manager (e.g.
  when floating IP is added). The APAR IT39332 added notification
  only to sethaint and the message generated contains internal QM
  name instead of the queue manager name.

  PROBLEM DESCRIPTION:
  Additional messages similar to those added to the sethaint
  command under APAR IT39332 are required for other scenarios that
  require a queue manager restart.

• The sethaint, crtdrprimary and dltdrprimary commands has been
  updated to notify the user whenever a
  HA queue manager is restarted
