After upgrading Liberty to 23.0.0.9 the following failure occurs at server startup. 9/20/23, 11:21:44:530 GMT] 0000001f LogService-134-com.ibm.ws.security.token.ltpa E CWWKE0701E: bundle com.ibm.ws.security.token.ltpa:1.0.81.cl230920230904-115 8 (134)[com.ibm.ws.security.token.ltpa.internal.LTPAConfigurati onImpl(432)]: The activate method has thrown an exception java.lang.NullPointerException at com.ibm.ws.security.token.ltpa.internal.LTPAConfigura tionImpl.resolveActualPrimaryKeysFileLocation(LTPAConfiguration Impl.java:254) at com.ibm.ws.security.token.ltpa.internal.LTPAConfigura tionImpl.loadConfig(LTPAConfigurationImpl.java:152) at com.ibm.ws.security.token.ltpa.internal.LTPAConfigura tionImpl.activate(LTPAConfigurationImpl.java:134) at java.base/jdk.internal.reflect.NativeMethodAccessorIm pl.invoke0(NativeMethod) at java.base/jdk.internal.reflect.NativeMethodAccessorIm pl.invoke(UnknownSource) at java.base/jdk.internal.reflect.DelegatingMethodAccess orImpl.invoke(UnknownSource)
Local fix
A workaround is to use the default (i.e. not specified or ${server.config.dir}/resources/security/ltpa.keys) location/value for keysFileName or any path relative to the Liberty server like ${server.config.dir}/ltpa.keys
