PH56139: DELETE BUTTON IS AVAILABLE WHEN THE USER CANNOT ACTUALLY DELETE THE CONTENT

Error description

• When you create a parent folder with run permission for authors
  role, they can not delete the folder. Now, when you create a
  child folder under that parent folder with Write permission. The
  user is technically able to delete the folder but because the
  parent folder does not allow the user to change anything under
  the folder, the user simply cannot delete it. Because they
  cannot delete it, they should not see the Delete button and in
  Cognos 10, it is greyed out. The expectation in Cognos 11 is the
  Delete button should not be displayed.
