PH56925: TWO FIXES FOR CEXEXRTR AND CEXPC01

APAR status

• Closed as program error.

Error description

• 1. A customer cancelled the IMS Connect started task and during
  termination CEXEXRTR was called with PSATOLD of zeroes. This is
  unexpected and resulted in an abend0C4.
  
  2. In the Publisher API PC routine CEXPC01 a global variable is
  incremented whenever the PC routine is entered and should be
  decremented before the PC routine returns. The variable is
  decremented correctly when exiting correctly, but the ARR
  routine does not. The Publisher API will not end until the
  count is zero this may result in ICON hanging in shutdown.

Problem conclusion

• 1. CEXEXRTR is corrected so that if PSATOLD is zeros it returns
     with RC=16.
  
  2. CEXPC01 ARR routine is updated to decrement the PC routine
     count.
