Error description
When there are a large number of users in the system, the REST API takes a very long time to be available when the system is first started. In some cases, thousands of users delayed the startup of the REST API by hours. IBM Sterling B2B Integrator itself does come up and run in a normal time. The issue is just that the REST API is not available.
Local fix
