Error description
MQ Development finds that when a START CHINIT command is issued, the QMGR checks whether channel initiator accounting (IFCID 190) or channel initiator statistics (IFCID 191) are active. The current values are copied into the CHINIT parameter control block, which the CHIN reads at startup to set the values in its XSMF control block. Any values set by START/STOP/ALTER TRACE commands between the START CHINIT command being accepted and the CHIN starting up and reading these values, will be lost. . Local fix
There are a couple of options to circumvent this problem: - put the START TRACE commands before the START CHINIT command in the CSQINP2 concatenation - Move the START TRACE commands to CSQINPX

If the accounting and/or statistics trace are enabled or disabled by a subsequent command in CSQINP2, the trace is enabled in the queue manager (and will show in the output of DISPLAY TRACE), however the status used by the channel initiator is not updated, resulting in no Chinit SMF records being produced.
Problem conclusion
CSQWVCST and CSQWVCSP are changed to update the state provided to the channel initiator for chinit startup, ensuring any changes are correctly reflected in the channel initiator's view of whether the traces are active.
