IJ47852: DISPATCH VIEW DOES NOT SHOW WOS

Error description

• Problem:
  Not able to view anything in the dispatch view when multiple
  queries exist. When multiple queries are created it is causing a
  restriction in the dispatch view when trying to merge the
  results of these queries together. Bug in dispatch code to build
  the query when multiple queries exist. Application should be
  using 'or' not 'and' when 2 queries exist.

  All routes should be displayed in the application.
