• If AlwaysReport of mod_mpmstats is ON, report will be output
  every second regardless of ReportInterval.

  The 'AlwaysReport' directive is unfortunately named. It was
  intended to mean 'Report stats even when idle".
  

Problem conclusion

• The code was updated to only consider 'AlwaysReport ON' in the
  check for the number of busy threads, not allowing it to overrid
  the ReportInterval.
  
  The fix for this APAR is targeted for inclusion in IBM HTTP
  Server fix pack 9.0.5.18. For more information, see 'Recommended
