Answer
A sandbox is a separate overlay or layer of your own data values that you entered on top of the base data. The size of the sandbox is determined by TM1 when it creates the overlay. And depending on where the overlay data is, the sandbox file could be as large as the cube. When committed, the overlay data is then merged into the base.
The Dimension Reorder feature can be looked into to optimize for smaller cube size. It might reduce the delta cube, but there is no guarantee that it would.
Apart from said feature, there is nothing that can be changed within a model to control the size of .cub_delta files. Its size is not the smallest, but it is for the best performance.
