  * USERS AFFECTED: Users of Enterprise COBOL 6.3 and later      *
  *                 releases running AMODE64 programs that       *
  *                 perform open operations on empty but         *
  *                 initialized VSAM files with RLS access       *
  *                 mode. The empty VSAM file must have been     *
  *                 initialized through having had data          *
  *                 written to it then deleted.                  *

  * PROBLEM DESCRIPTION: An 0C4 Abend may occur at offset 0x50   *
  *                      in IGZQVLER or the File Status may be   *
  *                      set to 90 when performing open          *
  *                      operations on empty but initialized     *

  When performing open operations on empty but initialized VSAM
  files with  RLS access mode, an 0C4 Abend may occur at offset
