Error description

• A customer is doing a Refresh SAF Class rules using a userID
  with the necessary permissions.  Sometimes the command fails
  with the message:
  
  CEX5050I Q4K4S88 action : Security refresh rules - failed :
  Command not authorized
  
  But no CEX5127E message is issued.
