Abstract
IBM is aware of a defect in Planning Analytics versions 2.0.9.15 IF2 through 2.0.9.17. Rule-derived cells are not calculating after a TM1 database restart when the cube doesn't have a feeder statement. This defect is addressed in Planning Analytics 2.0.9.18, available 10 July 2023.

Defect description
A cube is affected if it has no feeder statements, and has any cell with a nonzero value, and that cell has a rule-derived value.
Workarounds
Until the fix is available, there are 2 workarounds.
- Add a valid feeder statement to the rules to cause CubeProcessFeeders to run.
- After each restart of the TM1 database, execute a Turbo Integrator process with the CubeProcessFeeders function, in order to reach cubes where rule-derived cells are not calculating. Consider running a chore on startup for convenience.
