  When a user tries to select a condition enabled item on an
  approved Work Order, the following error is displayed:

  BMXAA9991W - Average cost has changed. Work Order Actual must be
  removed and re-added.

  STEPS TO REPRODUCE:
  
  1 Login to Maximo as maxadmin
  
  2 Go to Work Order with an APPR status --> 1166
  
  3 Go to Actuals --> Materials --> select a condition-enabled
  item --> 11R22.5-D: average cost
  Storeroom: Central
  GL Account: 6400-200-350
  Condition: USED
  
  4 Save the Work Order record.
  
  RESULT:
  - Error:
  BMXAA9991W - Average cost has changed. Work Order Actual must be
  removed and re-added.
  
  EXPECTED RESULT:
  - No error should thrown and the work order record should be
  saved with this condition-enabled item selection.
  
  PRODUCT:
