IJ46350: SCHEDULING DASHBOARD RESOURCE LEVELING VIEW DOESN'T OPEN THE DETAIL VIEW

Error description

• Problem Statement:
  The New Scheduling Dashboard at Manage 8.10 doesn't add the
  capability of open the Detail view of a Work Order at the
  Resource Leveling page, without it the user can't see or edit
  what we have at the Work Order card
  
  Pre Conditions:
  Make sure the Maximo Optimizer is setup and active for the
  Scheduler model
  Have a Graphical Scheduling record with Calendar, Shift, and
  Work Orders
  Run the Prepare Scheduler to Dashboard at the Common action menu
  
  Run the Optimization at the new scenario created on the Prepare
  Scheduler
  
  Steps to reproduce:
  1. Go to the Scheduling Dashboard application
  2. Open the record created at the pre Conditions
  3. Open the Resource Leveling last tab
  4. Click on the Work Order card on any day
  
  Actual Result:
  1. Nothing happens once the user clicks
  
  Expected Result:
  1. A new panel of work details should appear
  2. User should be able to edit the 6 attributes on it -
  Duration, Priority, Scheduler Start, Start no Later Than, Finish
  no Later Than, and Interruptible condition.
