Error description
The observed symptom is only one element of the original APAR 155805 complaint: observed on customer webex: the NC table has stored a value (a simple number representing a clock time in server's timezone) that demonstrates an improper translation (+ or - one hour) from the CM schedule record (which is a GMT-based standard time with variation depending on whether it was created in a pre-DST or post-DST moment).
