  When creating a routing rule, routing rule flyout panel is empty
  due to known issue on Cognos Analytics 11.2.4
  
  Steps to reproduce:
  
  1- Set OS locale, OS display language and region locale to
  German
  2- Have an environment on base 11.2.4
  3- Check if search is working
  4- Check if routing rule flyout panel is empty.
  5- Change OS locale, display language and region locale to US/EN
  6- Confirm the search is working.
  7- Confirm routing rule flyout panel is back and you can choose
  and working as expected.
