IT41753: ENDMQM does not stop queue manager

APAR status

• Closed as program error.

Error description

• With a 9.1.0.9 or later 9.1 fixpack level, attempts to stop a
  queue manager with a controlled or immediate shutdown may not
  stop the queue manager, with the queue manager left in state
  "Quiescing" or "Ending immediately"
  

Local fix

• Use endmqm with Pre-emptive shutdown mode ("endmqm -p
  QmgrName") to stop queue manager.
  If the MQXR AMQP service is running, shutdown the AMQP service
  before stopping queue manager.

  PROBLEM DESCRIPTION:
  For 9.1 queue managers at 9.1.0.9 or later with an AMQP service
  running, attempts to stop the queue manager sometimes failed to
  stop the queue manager, with the queue manager left in a state
  "Quiescing" (from a controlled shutdown) or "Ending immediately"
  (from an immediate shutdown)
  
  A pre-emptive shutdown, with endmqm -p, stopped the queue
  manager successfuly.
  
  This issue was only seen intermittently, and seemed to happen
  much more often if trace is running for the queue manager when
  the endmqm is called.
  
  The issue was not seen in versions 9.2 or later.
  

Problem conclusion

• Attempts to stop a queue manager with a running AMQP service are
  now successful
