JazzSM Dash - Unable to log in with valid credentials

Summary

A user attempting to log in to Jazz for Service Management that is unable to do so and a "user is locked" is present in the SystemOut.log file.

Environment

The following messages appear in the SystemOut.log corresponding to the login issue being faced:
The account for the uid=smadmin,o=defaultWIMFileBasedRealm file repository user is locked after 5 
unsuccessful login attempts and is scheduled to unlock at Thu Jan 19 07:17:42 PST 2023. The first 
unsuccessful login attempt was on Thu Jan 19 06:52:07 PST 2023 and the last unsuccessful login 
attempt was on Thu Jan 19 07:02:42 PST 2023.

Steps

In WebSphere Application Server 9.0.5.12, a lockout mechanism was introduced for file-based users. The lockout occurs once the user attempts an incorrect password 5 times. The lockout duration is 15 minutes by default. The lockout attempts and duration are configurable. More details available in the following documentation:
To address the issue, ensure the user has the correct password for the user account. They can retry logging in after the lockout duration expires. If the user is unsure of the password, the application administrator can reset it in the WebSphere Admin console under:
1) Users and groups > Manage users
2) Search for the userid and then click it
3) Set a new password
