Error description

• Abnormal termination of an application resulted in the
  CTLLOCK not being cleared up properly. The expected recovery
  to clear the CTLLOCK if held when abending is not working
  correctly resulting in the CSQ0215E error.

  Additional symptoms:
  Another symptom that will be addressed in this APAR is:
    ABN=0F8-00000010,C=MQ900.930.AMS -CSQ0CGET,M=CSQGFRCV
  .
  0F8 means "The issuer of a Supervisor Call (SVC) instruction was
  not in the correct mode to issue the SVC."  Reason Code 10 means
  "The issuer was in cross memory mode."

  The abend occurred when CSQ0KRSD tried to issue a WTO (SVC 23
  0A23) to report CSQY291E when a dump was suppressed by SLIP.

  *                      when the abnormal termination occurred. *

  An application task held the AMS CTLLOCK when it abnormally
  terminated (for example abend 13E if the application was
  cancelled).
  Depending on the AMS operation being requested the expected
  recovery processing either did not run, or failed with Abend
  0F8-00000010.
  This resulted in the CTLLOCK remaining unavailable to other
  application tasks or AMS service tasks, leading to timeouts
  waiting on this resource and MQI calls failing.
  

Problem conclusion

• Recovery processing for tasks requesting AMS services has been
  corrected so that the CTLLOCK will be released if the abending
  task held it at the time of the error.
