Error description
You use DFHDPLOY to issue a SET PROGRAM PHASEIN request. The request is directed to all regions where you expect the target program may be installed, however the program in question is to be installed using program autoinstall so may not yet have been installed in all candidate regions. DFHDPLOY returns RC=8, preventing further DFHDPLOY commands in that job step being executed.

The request causes the DFHDPLOY job to fail and no further commands are processed, even though the next attempt to link to the program will result in a new copy being loaded. DFHDPLOY should be updated such that this is not regarded as a critical failure, and allow further processing to continue. Additionally: - serviceability data should be added to report the CMAS through which DFHDPLOY has connected to the CICSplex. - a large number of messages issued by DFHDPLOY in releases 5.4 and 5.5 are issued with incorrect severities. This will also be corrected by this APAR. - at release 5.6, when executing on a system where the REXX compiler runtime is not available (that is, only the REXX alternate runtime is available), DFHDPLOY may report syntax errors (+++ RC(-3) +++) due to errors in the declaration of several messages. - at release 5.6, when executing with either the Japanese or Simplified Chinese languages, the messages issued by DFHDPLOY are corrupt. DFHDPLOY should be updated with fixes for these issues.
Problem conclusion
DFHDPLOY has been updated such that a PROGRAM PHASEIN request will produce a warning (RC=4) in the case where the named program has not yet been installed, but where CICS program autoinstall is enabled. Numerous messages have been added, modified, or have changed severity due to this APAR. Please refer to IBM documentation online for details of all messages. All known updates which have been made to DFHDPLOY since release have been applied.
